Modernization Cutbacks

The recent budget proposal for FAA operations exposes a major credibility gap in the Bush Administration's aviation policy, proposing a 16 percent cut in spending on air traffic control facilities and equipment while simultaneously touting its futuristic modernization plan to drastically add system capacity.

NATCA has commented in the past that modernizing the air traffic system with less money to pay for it will be impossible.  The United States has past time to make the aviation infrastructure a national priority.  The budget for the FAA in the past two years has been viewed as a step back, not moving forward.

NATCA remains concerned about the direction of the air traffic modernization.  The forecast is to triple air traffic capacity in the next 15-20 years.  It is imperative the FAA use one of their most knowledgabel resources, the air traffic controller to assist them in the development of the next generation system.  Air travel is increasing while controller staffing has reached a crisis level.  The FAA's words do not match their actions.
