Aircraft Certification ServiceNATCA represents 560 employees in the Aircraft Certification Division, who have offices located in four directorates (which geographically cover every region) and Brussels. This group is comprised of aerospace engineers, senior engineers program managers, flight test pilots, aircraft certification assistants and various administrative and technical support personnel. NATCA won the election on Sept. 1, 2000 with 75 percent of the vote. The Federal Labor Relations Authority issued its Certification of Representative document on Sept. 12, 2000. An interim agreement was signed in November 2000. Tomaso DiPaolo serves as this group's national representative. Within NATCA, this division is further combined with the engineers and architects and create essentially one "region" of about 2,508 total bargaining unit members represented by Engineers and Architects Vice President Mike MacDonald on the National Executive Board. What Do These Members Do? The Aircraft Certification Division approves the new designs and modifications of aircraft engines, propellers, and related components and accessories. The types of aircraft vary from general aviation airplanes to lighter-than-air vehicles, from bizjets to transport category airplanes, as well as supersonic airplanes and helicopters. They are also involved in investigating aircraft accidents and incidents upon which they may mandate corrective safety actions. In addition, they also approve all aircraft installed electronic systems and equipment, some of which help to maintain safe aircraft separations and controller-to-pilot data-link communications.
